1. Investments and outcomes

· In addition to the economic impact, it is believed that COVID-19 will result in the first ever decline in the Human Development Index since its introduction. This is due to a combination of the pandemic’s death toll, contraction in global GDP and a spike in the “effective-out-of-school-rate” for primary-school students.


· Second order effects on women and gender equality are also concerning. Further, it is expected that the pandemic will have a greater impact on developing economies that face more fiscal constraints. In this context, prioritising soft infrastructure will help bridge inequality.


· Policymakers must prioritise investments to address these issues as opposed to infrastructure projects. UNDP recommends 5 priority steps coming under healthcare, social protection, protection of jobs and small businesses and inclusive macroeconomic policies for this purpose.
